Due to the fighting situation in the Middle East region since 28 February 2026, which has resulted in the closure of airspace in the said region, foreign nationals have been unable to depart from the Kingdom.

Therefore, in order to mitigate the hardship of foreign nationals affected by such circumstances who are unable to depart the Kingdom, and whose permission to stay expired from 28 February 2026 onward, the following measures shall apply:

1. In the case where a foreign national remains in the Kingdom with an expired permission to stay and wishes to depart the Kingdom, the overstay fine shall be waived. No fine settlement shall be imposed.

2. In the case where a foreign national wishes to apply for a temporary stay in the Kingdom:

.

• If the foreign national remains in the Kingdom with an expired permission to stay, the immigration officer shall first proceed with the fine settlement in accordance with the law, and thereafter consider granting an extension of temporary stay for a period not exceeding 30 days per each permission.

• The application must be supported by the following documents:

2.1 Application form (TM.7)

2.2 Copy of passport or travel document in lieu of a passport

2.3 A letter certifying the necessity/reason issued by an embassy or consulate; or, in the event that such letter cannot be presented, the immigration officer shall record a statement of necessity/reason for applying for temporary stay in the Kingdom in accordance with the prescribed form

2.4 Forms STM.2, STM.2/1, and STM.9

These measures shall be effective from now onward until the situation returns to normal, or until there is an official order amending or revoking such measures.
